Committees are often the way churches get things done. Usually you don't have to have a real gift in something to be on a committee--generally just an interest in serving there. Some more modern churches call their committees "teams" or "groups" but generally, they operate the same way. If the pastor(s) need something done, they'll start a team or a committee, give them the task and they'll get it done. On the flip side, there's a different kind of team that many churches also make great use of, but one that is far less biblical. These "teams" or "pastor's counselors" are made up of wealthy or powerful people who attend the church. The team may have lots of different names or stated missions, but frankly, they are often just a way for the church to give individuals a say-so in the way things are done so that the church can depend on their financial support. Not all members of these teams probably even understand what's happening, and not all teams that have wealthy people on them are unbiblical, but many I've seen are exactly that--unbiblical. The conditions for having authority in church, or youth groups, or any other biblically functioning body is determined by the Scriptural conditions for serving in leadership positions. Generally, they are filled by confirming a person's spiritual condition and the strength of their walk with the Lord. The higher the position of authority, the more stringent the conditions. Having a fat wallet is never a measure either for or against leadership.
"My brothers, as believers in our glorious Lord Jesus Christ, don't show favoritism. Suppose a man comes into your meeting wearing a gold ring and fine clothes, and a poor man in shabby clothes also comes in. If you show special attention to the man wearing fine clothes and say, 'Here's a good seat for you, but say to the poor man, 'You stand there' or 'Sit on the floor by my feet,' have you not discriminated among yourselves and become judges with evil thoughts? Listen, my dear brothers: Has not God chosen those who are poor in the eyes of the world to be rich in faith and to inherit the kingdom he promised those who love him? But you have insulted the poor. Is it not the rich who are exploiting you? Are they not the ones who are dragging you into court? Are they not the ones who are slandering the noble name of him to whom you belong?" James 2:1-7
